Without getting into it too deeply, Grauer investigated the various legal means through which towns and townships were founded during the industrial era—factory towns, mining camps, like that. Ordinarily, the companies setting up these towns wanted certain controls, but they were also wanting to avoid a lot of responsibilities. They wanted to run the company store, but they didn’t want to do anything that would keep them from getting federal assistance.
